NEET 2016: DMER will not conduct the second round seat allotment for deemed universities’ MBBS/BDS admissions

Last Updated - February 14, 2017

In a recent notification by the Directorate of Medical Education & Research (DMER), it informs us about the non-conduction of the second round NEET Seat Allotment. This move will be giving more scope to the NEET college-wise admission in the deemed universities, for admission to their medical/dental courses.

The first round of NEET Counselling 2016 and selection list was published on its official website on October 3, 2016. The responsibility to conduct centralized NEET Counselling for vacant seats was given to DMER by the Supreme Court of India on October 28, 2016. This ruling stood for all the 18 medical and dental institutes across the state.

About the remaining seats

Till October 4, 2016, there were 855 (449 medical and 406 dental) seats that were vacant in the deemed universities, when the centralized NEET Counselling started. The admissions based on the selection list uploaded by DMER on their website was supposed to get over by 5 pm on October 5, 2016. There is no list as of now in the DMER website, stating the number of vacant seats remaining after the conclusion of the first round of admissions.

In a statement by the Director of DMER, Dr. Pravin H. Shingare said, “There will be no second round of counselling for the vacant seats. “The remaining seats in the deemed university medical and dental institutes will be filled through college-wise counselling now,” said Dr. Shingare.

A total time of two days was given to all the medical aspirants who wanted to take admission in the 855 vacant seats. We believe that a good number of seats are still vacant and the colleges can fill them up separately. The Supreme Court on September 28, 2016 had ordered that the remaining vacant seats in the state should be filled though centralised counselling before October 7 by the state authority.

The PIMS Rural College, Loni, is the only deemed institute that has made the number of vacant MBBS and BDS seats after the conclusion of first round of admission. 32 MBBS and 84 BDS seats are still vacant in the institute, which will now be filled through mop-up counselling at the institute from October 6.

Though the websites of D.Y. Patil Medical College, Krishna Institute of Medical Sciences and Datta Meghe Institute of Medical Sciences have notified about the mop-up counselling, they have not disclosed the vacant number of seats as of yet. “We are following the Supreme Court order to complete the admissions in deemed university medical/dental institutes by September 7. There is no way we can conduct a second round of seat allotment. We have declared the same on our website before as well,” concluded Dr. Shingare.

High Court’s previous verdict

The Bombay HC had earlier asked the state government to prepare a separate NEET Merit List based on NEET Result, for all India category. The court also directed the state that no list will be published until its further order.  Maharashtra state had also moved to the Supreme Court, and demanded that the  deemed institutes should be included in the centralized admissions process for MBBS and BDS admissions for the academic year 2016-17.  Chief Justice Manjula Chellur and MS Sonak J directed the state government to prepare two merit lists; one would be an all-India merit list, and the other a merit list of students with Maharashtra state domicile.  The deemed universities had argued that they are governed by the statutory powers of the University Grants Commission (UGC) and also by the Medical Council of India and that the state government cannot overrule them.
