NEET 2018 Seat Allotment

Seat Allotment for NEET will begin after the declaration of Result and the commencement of NEET 2018 Counselling. The seat allotment and counselling will be conducted in July 2018.

For seat allotment, candidates must first register online for counselling. Seats will be allotted on the basis of candidates’ ranks in the NEET and their college preference, as entered in the online counselling form.

The allotment process will be conducted over two rounds. The Provisional Allotment Letter will include details like Candidate’s Name, Roll No., Date of Birth, All India Rank, Category, Name of Institute Allotted and Course allotted.


NEET 2018: Things to Remember

  • Counselling for NEET and Seat Allotment will begin in July 2018 and will be conducted in Online Mode.
  • The online counselling will be conducted by MCC (Medical Counselling Committee) and candidates will be required to make an account on their official website. Check NEET 2018 Cutoff
  • If candidates do not report to the allotted college within the stipulated duration, their seat will be passed on to the next candidate in the list.
  • 15% of the seats will be categorized as All India Quota Seats and the remaining 85% as State Quota Seats.
  • AIIMS and JIPMER will not be accepting NEET scores for Counselling and Seat Allotment.

Seat Allotment Procedure

Seat Allotment will be done on the basis of online counselling for NEET which will be conducted by MCC.

  1. Open MCC’s official website and click on ‘Candidate Login’ under ‘Online Services’.
  2. Enter your login credentials like Roll No. and Password and click on ‘Login’.
  3. You will be able to access your Provisional Allotment Letter which will have details regarding your allotted college.
  4. If you wish for an upgrade, select the option for willingness to participate in second counselling
  5. Candidates must report to the allotted college within the specified duration. If they fail to claim their seat, their admission stands cancelled and they will not be eligible for further rounds of NEET Counselling.
  6. If All India Quota Seats remain vacant even after the second round of counselling, they will be converted into state quota seats.

Documents Required for Seat Allotment

For admission into the allotted college, candidates are required to carry the following original documents and attested photocopies of the same.

  • NEET 2018 Admit card
  • NEET 2018 Result/Rank Letter
  • Birth Certificate
  • Class X Certificate
  • Class XII Certificate
  • Class XII Marksheet
  • 8 passport sized photographs (Same as the one affixed on NEET 2018 Application Form)
  • Provisional Allotment letter generated online
  • Proof of Identity
  • Category Certificate (if applicable)

Seat Allotment under 15% All India Quota

NEET merit list for All India Quota seats will be prepared by CBSE and forwarded to the DGHS (Director General of Health Services). The waiting list will be equal to 4 times the merit list.

15% of the All India Quota Seats are reserved for candidates from Scheduled Caste category, 27% for OBC (non creamy layer), 7.5% for Scheduled Tribe and 3% for Physically Handicapped candidates.

Candidates with 50%-70% locomotor disability need to produce a disability certificate issued by any of these 4 medical institutions:

  1. Vardhman Mahavir Medical College, Delhi
  2. All India Institute of Physical Medicine and Rehabilitation, Mumbai
  3. Institute of Post Graduate Medical Education & Research, Kolkata
  4. Madras Medical College, Chennai

Seat Allotment under State Quota

For Admission under State Quota, candidates need to contact the concerned counselling authorities of their respective states. Seat Allotment will be done on the basis of the All India Rank given by CBSE. The following counseling authorities must be contacted by the candidates for their respective state.

Ques. When will the NEET Seat Allotment process begin?

Ans. The process will begin by the end of June.

Ques. How long will the NEET Result be valid?

Ans. NEET Result will be valid for a period of 1 year i.e. respective academic year.

Ques. Who will conduct the counselling process for NEET UG?

Ans. It will be conducted by the MCC. For seats which are under the control of states and universities, the counselling will be conducted by their representative authorities.

Ques. What are the different quotas under which seats will be offered through NEET?

Ans. Seats will be offered through NEET under the following quotas:

  • All India Quota Seats
  • State Quota/Central Pool Quota Seats
  • State/ Private/ Management/ NRI Quota Seats in all Private Medical/ Dental Colleges or any Private/ Deemed University

Ques. Who is eligible for NEET All India Quota Counselling?

Ans. Applicants who have qualified for All India Quota seats on the basis of their All India Rank (AIR) in NEET UG will be eligible for counselling under this quota. The status of eligibility for counselling will also be indicated in NEET Score Card. Candidates from J&K, Andhra Pradesh and Telangana will not be eligible for All India Quota Counselling.

Ques. What is All India Quota Rank?

Ans. This rank is assigned for the purpose of All India Quota seat allotment. Students from Andhra Pradesh, Telangana and J&K are not given this rank as they are not eligible to participate in the 15 % All India Quota Counselling.

Ques. I am a student from Telangana currently studying in Maharashtra. Am I eligible for 15% All India Quota seats?

Ans. No. Students from the State of Andhra Pradesh, Telangana or J&K are not eligible for 15% All India Quota seats.

Ques. Can students from the States of Andhra Pradesh, Telangana or J&K seek admission in outside states through NEET UG?

Ans. Yes. Candidates from these states can be admitted into a State/ Private/ Deemed college of any state. They are only not eligible for the 15% quota.

Ques. Are NRIs, PIOs, and OCI category participants also eligible for the 15% All India Quota?

Ans. Yes. Aspirants of these categories too will be able to take admission under 15% All India Quota as per merit.

Ques. What are the reservation criteria for 15% All India Quota seats?

Ans. In 15% All India Quota seats, 15% seats are reserved for SC students, 7.5% for ST, 27% for OBC category applicants, and 3% for PH category.

Ques. I have opted for Oriya as the medium of NEET. Will I be eligible for the 15% All India quota?

Ans. Yes. Aspirants who secure the requisite AIR can participate in the counselling under this quota irrespective of the medium of the exam.

Ques. What is the process of online allotment under 15% All India quota?

Ans. The process is mentioned below-

  • Main Counselling Registration
  • Exercising and locking of choices
  • Process of Seat Allotment – Round 1 and its publication
  • Reporting to the allotted Medical/ Dental College as per Round 1 results
  • Publication of vacant seats as per category
  • Fresh Choice Submission by eligible students for 2nd Round
  • Process of Seat Allotment - Round 2 and its publication
  • Reporting to the allotted Colleges according to Round 2

Ques. How to register and fill preference form on website?

Ans. Applicants will have to log on to website www.mcc.nic.in (for 15% All India quota) to register and then fill in choices. It is advised to go through the list of available seats as per your preference of colleges, before attempting to fill choices online and read the user manual carefully before registration.

Ques. Can I edit the choices during the period of “Exercising of Choices and Locking” (during 1st round) and “Fresh Choice submission and locking for 2nd round”?

Ans. You can change, add or delete your preferences during this period, before locking your choices. The choices once locked cannot be altered.

Ques. Who is eligible for 2nd Round of seat allotment?

Ans. Students from the following groups are eligible for seat allotment in 2nd Round:

  • Group I: Registered applicants who were not allotted any seat in Round 1.
  • Group II: Individual whose seat allotted in Round 1 was cancelled during the document verification, who has secured seat under reserved quota, due to category change from reserved to Unreserved subject to eligibility in changed category will be considered for seat allotment in the next round.
  • Group–III: Students who have reported to allotted institute during 1st Round.

Ques. Which students are not eligible for 2nd Round of allotment?

Ans. The following group of candidates will not be eligible for Round 2:

  • Not reported to the allotted college during reporting period of allotment in 1st Round
  • Reported & withdrawn from counselling at allotted medical college.
  • Not eligible due to change of category.
  • Have not chosen for upgradation during 2nd Round.

Ques. Is it necessary to join allotted Medical College for participating in next round of counseling?

Ans. Yes. Individuals have to first join allotted college and complete the admission formalities and then only they can exercise option to participate in the next round.

Ques. If I opt to participate in 2nd round of counselling, will my allotted seat (of 1st round) be cancelled?

Ans. If you are not allotted any seat in the 2nd round, you will retain the seat allotted earlier. However if you secure a seat in the 2nd round, the earlier allotted seat will automatically be cancelled and given to another applicant.

Ques. What are the guidelines for fresh choice filling before 2nd Round of online allotment process?

Ans. If a seat is allotted in 2nd round from the choices filled in by the student before the 2nd Round of Counseling, the seat allotted during the 1st round will be cancelled. Hence, aspirants are not required to fill up seat which is already allotted to them in their choices for 2nd Round.

Ques. If my seat is upgraded in the same college, because of category change (from SC, ST to UR category), do I have to take admission for the allotted seat again?

Ans. Yes. You will have to get an online relieving letter for the earlier seat and then get an admission letter again for the upgraded category seat from the respective medical college.

Ques. How much time will I be given to join the Institute allotted to me?

Ans. You will have to join the allotted medical/ dental institute within stipulated time as mentioned in the schedule.

Ques. In case I get an upgraded seat during 2nd round, can I join that college directly?

Ans. No. You will have to obtain an online relieving letter from the earlier institute before you join the next college.

Ques. If some new seats are created/ started after start of online counselling, when will these be included?

Ans. Newly created/ sanctioned seats that were not included in 1st Round due to certain circumstances after the round began, will be included in the 2nd Round on receiving information from participating colleges before this round starts.

Ques. If sufficient number of qualified PH applicants are not there then what will happen to the vacant seats reserved for PH candidates?

Ans. These vacant seats will be reverted to the respective categories during the 2nd Round of allotment after processing choices to PH category students.

Ques. Where should I obtain the PH certificate from?

Ans. The PH certificates should be obtained only from the following institutes-

  • Vardhman Mahavir Medical College & Safdarjang Hospital, New Delhi.
  • All India Institute of Physical Medicine and Rehabilitation, Mumbai
  • Institute of Post Graduate Medical Education & Research, Kolkata.
  • Madras Medical College, Chennai.

Ques. My daughter is interested in an all girls college. Is there any medical college only for Girls?

Ans. There are 2 medical colleges exclusively for Girls viz. Lady Hardinge Medical College, Delhi and BPS Govt. Medical College, Sonepat.

Ques. How will the states prepare the State Merit list?

Ans. Each state will prepare its own merit list based on the AIR secured by candidates and the category they belong to.

Ques. How can I register for State counselling?

Ans. You should log on to your respective state medical counselling website and fill the online form so as to participate in the counselling process.

Ques. What is the reservation criteria for seats under the jurisdiction of states?

Ans. It will be as per state reservation policy.

Sir, Iam Native of Andhra Pradesh and my son will write NEET-2017.My Question is , If a candidate is allotted seat in other than his native state under 15% All India quota , and he has accepted the seat and submitted his willingness but after this is he eligible to claim seat or can he participate in 85% state quota counselling. Pls clarify me . Thank You.
