UPSC Recruitment 2017: Apply for 3 posts of Scientist in CFSL, Department of Public Enterprises, MHA

The online notification for UPSC Recruitment for the 3 posts of Scientist in CFSL, Directorate of Forensic Science Services, Department of Public Enterprises, Ministry of Home Affairs has been released by the UPSC. Job Profile & Duties Involved

The posts mentioned under vacancy 16122209210 will have the following duties

  • Management of Crime Scene
  • Examination of Crime Case Examination
  • Bestow expert testimony/de’ facto in the courts of law on subject matter under the provision of Cr. P. C.
  • Indian Evidence Act/Information Technology Act,
  • R&D activities on Forensic Activities
  • Impart training in their respective field of forensic specialization to the trainees from different investigating agencies / forensic science labs and other organizations.
  • In connection with performing, the officials may have to  serve in any part of India

Eligibility

The eligibility criteria for the above mentioned UPSC Recruitment posts are detailed below:

Age

35 yrs. However, the candidates belonging to various categories can enjoy relaxation in the age criteria the details of which are mentioned under the “UPSC Recruitment relaxation/reservation” head.

Educational

The applicants must have a Master’s Degree in any of the following subjects:  Botany / Zoology / Microbiology / Biotechnology/ Biochemistry/ Physical Anthropology/ Forensic Science/ Genetics with Botany or Zoology as one of the subjects at the Bachelor’s level completed from a recognized University.

Experience

The should satisfy the following experience

  • They should have 3 years’ experience of analytical methods and research in the field of Biotechnology / Molecular Biology OR
  • Working in DNA Laboratory in any Central Government or State Government organization OR
  • Recognized research institute or Forensic Science Laboratory under the Central or State Government.
  • The candidates having the following experience will be considered desirable:

The experience of working in a Forensic Science Laboratory.

Citizenship

The applicants must hold the citizenship from the following countries;

  1. a citizen of India
  2. a subject of Nepal,
  3. a subject of Bhutan
  4. a Tibetan refugee who came over to India before 1st January 1962 with the intention of permanently settling in India
  5. a person of Indian origin but has migrated from Pakistan, Burma, Sri Lanka or East African countries of Kenya, Uganda, the United Republic of Tanzania(formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.

Note: If a candidate belongs to the following criteria 2,3,4,5 mentioned above then the Government of India will issue such candidate a certificate of eligibility.

Relaxation/Reservation

The applicants for UPSC recruitment of the post under vacancy number 16122209210 can enjoy the below-mentioned relaxation/reservation:

  • The age limit of 35 years is relaxable for SC/ST candidates up to 5 years and up to 3 years for OBC candidates.
  • For the candidates belonging to a community, they can enjoy the benefit of community reservation only if their caste is listed under the list of reserved communities of the Central Government.
  • The Physically Handicapped (PH) candidates can apply for all the posts irrespective of the fact that whether or not reserved for them. The candidates will be eligible for the post if they are identified suitable. In such cases, the criteria for selection will be similar to the normal standard of merit.
  • The PWD candidates with not less than 40% disability will be eligible for the benefit of reservation and other relaxations.

Application Process & Fee

The process for applying to the UPSC Recruitment posts is completely online. The candidates can access the online Recruitment Application on the official website of UPSC. The interested applicants should follow these steps to complete the online Recruitment Application (ORA).

  1. Go to the official website http://www.upsconline.nic.in.
  2. Upload the following documents:
  • Educational qualification certificate- Degree/Diploma certificate

*If the applicant does not have a degree/diploma certificate, submit the provisional certificate along with the mark sheets for all academic years.

* If the applicant possesses any other equivalent qualifying educational degree, then they must produce an order/letter from the authority that considers the examination equivalent

  • Date of Birth certificate
  • Experience (preferably in prescribed format) certificate
  • Desirable Qualification(s) or any other information
  • Caste certificate
  • Physically Handicapped certificate in prescribed proforma issued by the competent authority
  • Caste certificate
  • The certificates must be uploaded in a single pdf file with a size, not more than 2 MB. The pdf must be legible when a printout is taken. To do this, the candidates can scan the following documents/certificates in 200 dpi grayscale

Note: The documents should be either in Hindi or English language. If not, upload a transcript of the same duly attested by a Gazetted officer or notary.

  1. Submit an individual application for each of the posts that you want to apply along with the separate fee.
  2. Take a print out of the application after successfully filling it.
  3. The applicants need not send the printout but they have to carry it along with the prescribed list of documents if called for Interview.

Note: If in any case, an applicant submits multiple application for the same post then they must ensure that the application with higher "Application Number" is complete in all respects including fee.

Application Fee

The application fee is Rs. 25/- (Rupees Twenty five). The applicants can submit the fee in any of SBI branches in cash or by using net banking facility of the SBI or by using visa/master credit/debit card.

Note: The SC/ST/PH/Women candidates of any community need not pay the application fee.


Selection Process

The main criterion for selecting candidates for an interview is their application form that they will submit online. If the number of applicants is more for any particular post, then to limit the number of candidates shortlisted for the interview, UPSC will adopt certain features based on which they will give preference to the candidates.

The criteria on the basis of which UPSC will restrict the number of candidates shortlisted for the interview is:

  1. Desirable Qualification (DQ) or any one or all of the DQs
  2. Higher educational qualifications than the prescribed minimum marks
  3. Higher experience in relevant fields than the minimum prescribed
  4. Experience before or after the acquisition of essential qualifications
  5. By conducting a Recruitment Test.

The total marks of the interview is 100. Out of 100, the candidates have to obtain a minimum score in the interview irrespective of whether they are selected by recruitment test or not. The minimum category-wise obligatory marks that the candidates will have to secure are:

  • UR-50 marks
  • OBC-45 marks
  • SC/ST/PH-40 marks

If UPSC conducts a recruitment test, then the candidates have to satisfy the minimum marks applicable to both the interview & the test. The minimum marks in the ‘Recruitment Test’ is decided by the UPSC and varies from case to case.
