UPSC Recruitment 2017: Apply for 2 posts of Assistant Directors at DEPE, MHIPE

UPSC has released Online Recruitment Application (ORA) for filling up the 2 post of Assistant Directors, Department of Public Enterprises, Ministry of Heavy Industries & Public Enterprises. Vacancy Details

The UPSC recruitment posts are permanent under the Pay Scale of Rs. 15,600- 39,100 (PB – 3) + Grade Pay of Rs. 5,400/- (T.E. Rs. 47,250/- Approx.) + T.A. & HRA as admissible. The posts are considered under Group ‘A’ Gazetted. The headquarters of the posts will probably be in Delhi.

Job Profile & Duties

The interested applicants can go through the primary duties involved under these posts.

  1. They have to oversee the issues relating Public sector management professionalization of Board   of Directors of CPSEs
  2. Look after the appointments of independent directors,
  3. Evaluate the performance of Navratna and Miniratna CPSEs etc.
  4. Preparation of PE Survey
  5. Evaluation of the financial performance of CPSEs, joint venture, framing of policy on a surplus fund of CPSEs etc.
  6. Analyze the physical and financial performance of Public Enterprises particularly in the fields of Management and Administration.
  7. Organize & evaluate the performance.

Eligibility

The eligibility criteria for the above mentioned UPSC Recruitment posts are detailed below

  1. Age: 35 yrs, The age criteria is subjected to relaxation in candidates falling under different categories. Refer to the heading “RelaxationResrvation”
  2. EDUCATIONAL: The candidates must have Master’s Degree in Commerce or Economics or Statistics or Mathematics from a recognized University else a Master’s Degree in Business Administration from a recognized University or equivalent.
  3. Experience eligibility:

The candidates must have 3 years experience in analyzing the physical and financial performance of Public Enterprises, especially in Management, Administration, Organization and Evaluation of Performance.

  1. CITIZENSHIP eligibility

The applicants must hold the citizenship from the following countries;

  1. a citizen of India
  2. a subject of Nepal,
  3. a subject of Bhutan
  4. a Tibetan refugee who came over to India before 1st January 1962 with the intention of permanently settling in India
  5. a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka or East African countries of Kenya, Uganda, the United Republic of Tanzania(formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.

Note: If a candidate belongs to the following criteria 2,3,4,5 mentioned above then theGovernment of India will issue such candidates a certificate of eligibility.

Relaxation/Reservation

Even though the candidate has to fulfill various eligibility criteria, they are subject to relaxation in case of candidates belonging to different categories. The details of reservation or relaxation for candidates belonging to different categories are detailed below:

  • The age limit mentioned above is relaxable for SC/ST candidates up to 5 years and up to 3 years for OBC candidates
  • Any candidate can enjoy the benefit of community reservation if the caste to which the candidates belongs is listed under the list of reserved communities issued by the Central Government.
  • In the case of Physically Handicapped (PH), candidates can apply for all the post whether or not reserved for them if they are identified Suitable. But the criteria for selection for them will be followed according to the standard of merit. Degree/Diploma certificate
  • The PWD candidates with not less than 40% disability will be eligible for the benefit of reservation and other relaxations.

Application Process & Fee

The online Recruitment Application for the UPSC Recruitment of the posts of Assistant Directors, Department of Public Enterprises, Ministry of Heavy Industries & Public Enterprises is available on the official website of UPSC. The interested applicants should follow these steps to complete the online Recruitment Application (ORA).

  1. Visit the official website http://www.upsconline.nic.in.
  2. The applicants have to upload the following documents:
  • Educational qualification certificate- Degree/Diploma certificate

*In the case of absence of degree/diploma certificate. They can submit the provisional certificate including the mark sheets for all academic years.

* If the candidates have any equivalent qualifying educational degree then they must produce an order/letter indicating the same along with the mention of the authority under which the examination is treated as the same.

  • Date of Birth
  • Experience (preferably in prescribed format)
  • Desirable Qualification(s) or any other information, as claimed in the online application, in a single pdf file not exceeding the size of 2 MB. They should also note that the pdf is legible when a printout is taken. Scan the following documents/certificates in 200 dpi grey scale
  • Caste certificate
  • Physically Handicapped certificate in prescribed proforma issued by the competent authority.

Note: If any of the above-mentioned document/ certificates is mentioned in any other language except Hindi or English, then the applicants have to upload a transcript of the same duly attested by a Gazetted officer or notary.

  1. If any applicant wishes to apply for multiple posts then they have to submit an individual application for each post along with the separate fee.
  2. After completely filling the ORA the applicant should take a print out of the application which they have to carry along with the prescribed list of documents if called for Interview.
  3. If in any case, an applicant submits multiple application for the same post then they must ensure that the application with higher "Application Number" is complete in all respects including fee.

Application Fee

The applicants have to pay a fee of Rs. 25/- (Rupees Twenty five). They have to remit the fee in any branch of the SBI by cash or by using net banking facility of the SBI or by using visa/master credit/debit card. The application fee is exempted for SC/ST/PH/Women candidates of any community.


Selection Process

In situations when the number of applicants is outnumbered then, UPSC will adopt a certain selection process for the UPSC Recruitment for the respective posts of 2 posts of Assistant Directors, Department of Public Enterprises, Ministry of Heavy Industries & Public Enterprises

The criteria on the basis of which UPSC will restrict the number of candidates shortlisted for the interview is:

  1. Desirable Qualification (DQ) or any one or all of the DQs
  2. Higher educational qualifications than the prescribed minimum marks
  3. Higher experience in relevant fields than the minimum prescribed
  4. Experience before or after the acquisition of essential qualifications
  5. By conducting a Recruitment Test.

The total marks of the Interview are 100. The applicants have to fulfill the minimum given score criteria irrespective of whether the selection is made by interview or recruitment test. The minimum score out of 100 are: UR-50 marks, OBC-45 marks, SC/ST/PH-40 marks

If a recruitment test is also conducted then the candidates have to satisfy the minimum marks applicable to both the interview & the test. The minimum marks in ‘Recruitment Test’ is decided by the UPSC and varies from case to case.
