UPSC Recruitment 2017: Apply for 17 vacancies of Foreman, Technical Officers and Assistant Registrar General.

UPSC has released an official notification for recruitment to 7 posts. The commission invites applications for the posts of Foreman (Chemical, Mechanical, and Electronics), Technical Officer, Assistant Registrar General, Research Officer and Deputy Controller of Mines. Interested candidates are required to apply online through the official website of UPSC i.e. upsconline.nic.in. The last date to apply May 11, 2017.

New candidates first have to register themselves on the website to apply for the posts. Candidates have to pay a fee of Rs. 25/- (Rupees twenty-five only) either by remitting the money in any branch of the SBI by cash or by using visa/master credit/debit card. SC/ST/PH/Female candidates are exempted from paying the fees. Date for the interview will be released shortly. Candidates will be required to bring the printout of their online application form along with other documents to the venue of the interview.

Job details for the post of Foreman (Chemical, Electronics, and Mechanical)

The posts of Foreman (Chemical, Electronics, and Mechanical) are permanent. The headquarter will be in New Delhi but UPSC has made it clear that candidates have to serve in any establishments of DGAQA located all over India. The job responsibilities of this post are given below:

  • Checking, preparing and calibration of gauge
  • Test equipment instrument
  • Planning and organizing of proof tasks
  • Inspection independently.
  • Level 7 in Pay Matrix: INR 4600

Job details for the post of Technical Officer (Forestry)

This permanent job is suitable for physically challenged persons with disability viz. Orthopedically handicapped/ Locomotor Disability/Cerebral Palsy with one leg affected (right or left) (OL) or one arm affected (R or L) (OA) or blindness i.e. low vision blind (B) or partially blind (PB) or hearing impairment i.e. deaf (D) or partially deaf (PD). The headquarter will be in New Delhi with All India Service Liability. Job responsibilities of the Technical Officer are:

  • Examination, scrutiny and analysis of projects received from Regional Centres
  • Monitoring/evaluation of projects received/sanctioned in the Ministry.
  • Technical Officer (F) Gr. II is also required to prepare various reports/returns/Parliament Questions
  • Level-7 in the pay Matrix:  Salary- INR 44,900 to INR 142,400

Job details for the post of Assistant Registrar General (Language)

This permanent job has only one vacancy. The headquarter will be in New Delhi (Office of Registrar General, India) but candidate is liable to serve anywhere in India. The job responsibilities of the Assistant Registrar General are:

  • Overall supervision, planning, coordination and rendering guidance to the subordinate officers as Head of Office in all the activities of the Language Division.
  • Editing finalization and publication of the different language tables of each census
  • Preparation of models and designs of language survey developing the methodology for the survey work and supervision of the survey operation
  • Coordination and rendering assistance to the RGI in all language related matter.
  • Pay Band-3: Salary- INR 15600 to INR 39100 (plus Grade Pay INR 7600)

Job details for the post of Research Officer/Planning Officer

This post is exclusively reserved and suitable for physically challenged persons with disability viz. Orthopedically handicapped/ Locomotor disability/Cerebral Palsy with one leg affected (right or left) (OL) or one arm affected (right or left) (OA) or blindness (B) i.e. low vision blind or partially blind (PB) or hearing impairment i.e. deaf (D) or partially deaf (PD). The headquarter will be in New Delhi. Research Officer/ Planning Officer will have the following responsibilities:

  • Collection, compilation of manpower data relating to various industries/surveys, occupations through manpower surveys
  • Undertaking manpower studies, formulations and evaluation of Manpower Schemes
  • Periodically reviewing the achievements against prescribed physical and financial targets.
  • Salary- INR 9300 to INR 34800 (plus Grade Pay of INR4600/-)

Job details for the post of Deputy Controller of Mines

This post is suitable for physically challenged persons with disability viz. Orthopedically handicapped/ Locomotor disability/Cerebral Palsy with one leg affected (right or left) (OL) or one arm affected (R or L) (OA) or hearing impairment i.e. deaf (D) or partially deaf (PD). The headquarter will be in Nagpur but candidate may have to serve all over India. This permanent job has following responsibilities:

  • Inspection of mines for systematic development, conservation of minerals and protection of mines environment under the Mines and Minerals (Development and Regulation) Act, 1957 and rules made under it.
  • To prefer court complaints for violations of Mines and Minerals (Development and Regulation) Act and rules made under it.

UPSC Recruitment 2017 Eligibility Criteria

Education qualification, experience, and upper age limit for all posts are different. The age limit is relaxable for SC/ST candidates (5 years) and OBC category candidates (3 years). The post of Research Officer is exclusively reserved for physically challenged persons. A Candidate must be either:

  1. a citizen of India
  2. or a citizen of Nepal
  3. or a citizen of Bhutan,
  4. or a Tibetan refugee who came over to India before 1st January, 1962 with an intention of permanently settling in India,
  5. or a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka or East African countries of Kenya, Uganda, the United Republic of Tanzania(formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India. Provided that a candidate belonging to categories (b), (c), (d) and (e) should possess a certificate of eligibility issued by the Government of India.

Eligibility criteria for the post of Foreman (Chemical)

  • Upper age limit: 30 years.
  • Education qualifications: Any one of the following:
  1. Degree in Chemical engineering from any recognized University plus one year experience in the relevant field.
  2. Master’s Degree in Chemistry from a recognized University.
  3. Associate Member of Institution of Engineers in Chemical engineering plus one year experience in the relevant field from a recognized organization.

 Note: The term ‘recognized organization’ shall include offices of the Central Government, State Government, Union Territories, Public Sector Undertaking, Semi Government, Statutory, Autonomous organization and companies registered under the Company Act, 2013.

Eligibility criteria for the post of Foreman (Electronics)

  • Upper age limit: 35 years.
  • Education qualifications: Any one of the following:
  1. Degree in Electronics Engineering or Technology from any recognized University plus one year experience in the relevant field.
  2. Master’s Degree in Electronics or in Physics with Electronics as special subject.
  3. Degree from the Institute of Electronics and Telecommunications Engineers plus one year experience in the relevant field from a recognized organization.
  4. Associate Member of Institute of Engineers in Electronics and Telecommunication Engineering plus one year experience in the relevant field from a recognized organization.

Eligibility criteria for the post of Foreman (Mechanical)

  • Upper age limit: 30 years.
  • Education qualifications: Any one of the following:
  1. Degree in Mechanical Engineering or Technology from any recognized University plus one year experience in the relevant field.
  2. Associate Member of Institution of Engineers in Mechanical Engineering plus one year experience in the relevant field from a recognized organization.

Eligibility criteria for the post of Technical Officer (Forestry) Gr.II

  • Upper age limit: 30 years.
  • Education qualification: Any one of the following:
  1. Master’s Degree in one of the following subjects
  1. Statistics
  2. Operations Research
  3. Forestry
  4. Economics (with Statistics)
  5. Commerce (with Statistics)
  6. Mathematics (with Statistics)
  7. Agriculture (with Statistics)
  1. Two years’ Post-Graduate Diploma in Forestry Management from a recognized institute/university.
  • Experience: Two years’ experience in collection or compilation or analysis of data including data in Agriculture or Forestry work.

Eligibility criteria for the post of Assistant Registrar General (Language)

  • Upper age limit: 50 years
  • Education qualification (essential): Master’s Degree in Linguistics from a recognized University.
  • Experience: Ten years research experience in the field of Linguistics from Central Government or State Governments or Union Territories or Public Sector Undertakings or Universities or Recognized Research Institutions or Semi-Government or Statuary or Autonomous Organizations.
  • Education qualification (desirable): Any one of the following:
  1. Bachelor’s Degree from a recognized university with one of the languages other than mother tongue of the applicant, specified in the Eighth Schedule of the Constitution of India as a subject.
  2. Diploma in Chinese or French or Spanish or Japanese or Russian from a recognized Institute.
  3. One year experience in Sociological or Anthropological research.
  4. Three years’ Administrative experience.

Eligibility criteria for the post of Research Officer/Planning Officer

  • Upper age limit: 30 years
  • The post is reserved for physically challenged persons.
  • Educational qualification (essential): Master's Degree from a recognized university or equivalent in any one of the following subjects:
  1. Economics
  2. Statistics
  3. Mathematics
  4. Psychology
  5. Commerce.
  • Experience: Three years’ experience of handling employment problems including two years’ experience in research and collection of data concerning world of occupations.
  • Only those candidates who have the following specific experience would be considered as fulfilling the above requirement.
  1. Labor and employments departments/ organizations of Central/State/UTs Governments.
  2. Central/State Employment exchanges etc.
  3. Collection processing tabulation and analysis of large scale survey/MIS data.
  • Education qualification (desirable): Experience of employment exchange operation.  

Eligibility criteria for the post of Deputy Controller of Mines

  • Upper age limit: 50 years
  • Education qualification (essential): Any one of the following:
  1. Bachelor of Engineering or Bachelor of Technology in Mining Engineering from a recognized University or Institution
  2. Master of Engineering or Master of Technology in Mining Engineering from a recognized University or Institution
  • Experience: Any one of the following:
  1. In case of Bachelor’s degree: Ten years’ experience in Metalliferous (non-coal) mines in mine management position or in the Government Department dealing with mines and minerals as Gazetted Officer
  2. In case of Master’s degree: Eight years’ experience in Metalliferous (noncoal) mines in mine management position or in the Government Department dealing with mines and minerals as Gazetted Officer.
  • Education qualification (desirable): Diploma in Computer Applications (of minimum six months) from a recognized Board or institution.

UPSC Registration is currently underway. Interested candidates can apply by visiting the official website of UPSC till May 11, 2017. Candidates will have to pay an application fee of Rs 25/-. The registration fees can be paid via visa/master debit/credit or remitting money in any branch of the SBI by cash.  SC/ST/PwD and women are exempted from paying the fees.   • Click on the link “Online Recruitment Application for Various Recruitment Posts”
  • In case of new candidate: Click on new registration tab and enter all the details. Save and click on continue button.
  • A new registration ID & password will generate
  • Click on the link “Apply Online” given alongside different posts and login by entering the registration ID & password
  • Upload all the required documents
  • Verify all the information and submit your application form

UPSC Recruitment 2017: Selection Process

In the event of number of applications being large, candidates will have to appear for a recruitment test followed by interview. The minimum marks scored in recruitment test to be eligible for interview for all categories is given below:

  • UR (Un-reserved) – 50 marks
  • OBC – 45 marks

SC/ST/PH- 40 marks


Documents to carry at UPSC Recruitment 2017 Interview

Candidates will have to bring the printout of the online application form along with other original documents or certificates, failing which the candidate will not be allowed to appear for the interview process. The documents and certificates that are needed to be produced at the venue for the interview process are given below:

  • Matriculation/10th Standard or equivalent certificate or mark sheet of Matriculation/10th Standard or equivalent issued by Central/State Board.
  • Degree/Diploma certificate along with marksheets pertaining to all the academic years as proof of educational qualification claimed.
  • Certificate(s) from the Head(s) of Organization(s)/Department(s) for the entire experience claimed (should mention the duration of employment (date, month & year), basic pay, consolidated pay, and nature of duties performed/experience.
  • Caste certificate (if applicable)
  • Physically Handicapped certificate (if applicable)
  • Persons already in Regular Government service, whether in permanent or temporary capacity other than casual/adhoc/daily wages/hourly paid/contract basis are however required to submit a declaration that they have informed in writing to their Head of Office/Department that they have applied for the selection.
  • Certificate(s) in respect of claim regarding Professional Registration, Language, Publications, NET, GATE, Conference, Internship.

General Guidelines for UPSC Recruitment

  • The last date to apply is May 11, 2017.
  • Candidates will have to bring the print out of the online application form along with other important documents for the interview process.  
  • Any kind of electronic devices such as mobile, calculator is not allowed inside the interview hall.
  • UPSC authority has right to reject any application in any stage of selection process and candidates cannot challenge their decisions.
  • Candidates belong to reserved category must bring their caste certificate at the time of selection process.
