MH CET 2017 Reservation

MH-CET (Maharashtra Common Entrance Test) is conducted for admission into various courses such as medical, engineering and agriculture courses, law, managemnet and MCA Courses. There are separate exams for separate courses. MHT-CET is considered for medical, engineering and agriculture courses. MAH-MCA CET (Maharshtra MCA Common Entrance Test) for admissions into Masters in Computer Applications Program. The admissions to MBA and Masters in Management Studies Courses are done through the MAH-CET  (Maharashtra MBA Common Entrance Test). As for the admission to 5 year integrated law programme and 3 year LLB courses is accomlished through MH CET Law 2017 conducted yearly.

In the article below the candidates can check the reservation policy followed by the state of Maharashtra for admission through the above mentioned examiantions. Besides this article will gve the details about the documents required by the categories considered for reservation. Also, they will have to follow a certain procedure to avail the reservation quota which the candidates can read in the sections ahead.

Apart from reservation policies, the candidates must know the MH-CET Eligibility Criteria for each of the examinations.Each course will have different eligibility criteria even though the norms and regulations of rerservation might stay similar. Reservation Claim under MAH MBA CET

Eligibility

MAH MBA CET: A candidate looking to appear in MAH MBA CET must pass 12th standards with a minimum aggregate score of 50% for general category and 45% for reserved category. For reservation under MAH MBA CET, there is a detailed breakdown of seats. Below, we provide the breakdown of seats available for admissions:

Maharashtra Seats: These seats are further classified into three categories:

  1. State Level Seats: Irrespective of candidate’s home university area, these are the seats that are available to Maharashtra State candidates for allotment through common admission process.
  2. Home University Seats: There is a certain percentage of reservation for home university candidates. These are available to only those Maharashtra candidates who have home University status as of that University.
  3. Other than Home University (OHU) Seats: Other than Home University (OHU) Seats are which are reserved for candidates from Universities other than the University under the jurisdiction of which that institute is located. Under the provision of OHU seats, candidate has an option to choose any other university excluding their home university.

All India Seats: Treated as generally category seats, no provision for backward class categories is available for All India Seats. These are available for candidates from Maharashtra State and Outside Maharashtra State.

Jammu & Kashmir Migrant Seats: Under CAP (Common Admission Process), one seat over and above the sanctioned intake capacity in each management institute is available. The J&K candidates are classified into three categories:

  • J-1 Type: Due to terrorist activities, the children of citizens who are displaced from Jammu & Kashmir to any part of India or from unsafe border area of J & K to a relatively safer place in J & K from 1990 onwards.
  • J-2 Type: The children of officers belonging to Indian Administrative services, Indian Police Services, Indian Forest Services and children of the staff belonging to military and paramilitary forces, transferred to Jammu & Kashmir to combat terrorist activities and joined the post on or before the last date for submission of application form and serving there during the Admission Process.
  • J-3 Type: The children of staff and officers of J&K Police engaged in combating terrorism.

Foreign Nationals / Persons of Indian Origin /Children of Indian workers in the Gulf countries Seats: For Foreign Nationals / Persons of Indian Origin/Children of Indian workers in the Gulf countries, there is a reservation of 15% of total available seats. A 3rd of this 15% reserved seats is reserved for children of Indian workers in the Gulf countries and the rest 2/3rd shall be reserved for the PIOs/Foreign Nationals.

Ward of NRI Seats: For NRI candidates, 5% of the sanctioned intakes are available.

Institute Level Seats: For Institute level admission in unaided institutions, maximum 20% seats of SI are available.

Minority Seats: For admission to Minority community/group candidates in unaided minority institutions, a minimum 51% of seats of SI are available. Additionally, the percentage of Minority Seats and the percentage of Institute Level Seats should not cross 100%-mark.

Eligibility Criteria for All India Seats through CAP

  1. Candidate should be an Indian National and should possess basic qualification.
  2. Appeared for CAT (conducted by IIMs)/ GMAT (conducted by GMAC, USA)/ CMAT 2015 (Conducted by AICTE) /MAT (conducted by AIMA in February 2017)/ XAT (conducted by XLRI)/ ATMA (conducted by AIMS)/ MAH MBA/MMS CET 2017.

Eligibility Criteria for J & K Migrant candidates through CAP

  1. Candidate should be an Indian National and should possess basic qualification.
  2. Appeared for MAH MBA/MMS CET 2017/ CAT (conducted by IIMs)/ GMAT (conducted by GMAC,USA)/ CMAT 2015 (Conducted by AICTE)/MAT (conducted by AIMA in February 2017)/ XAT (conducted by XLRI)/ ATMA (conducted by AIMS)

Eligibility Criteria for NRI/ Foreign National/ Foreign

Student/ PIO/ Children of Indian workers in the Gulf countries:

  1. Basic educational qualification.
  2. Appeared for GMAT (conducted by GMAC, USA)/ CAT (conducted by IIMs)/ MAT (conducted by AIMA)/ ATMA(conducted by AIMS)/XAT (conducted by XLRI) / CMAT 2016

Eligibility Criteria for admission against Minority Seats/ Institute Level Seats

  • Candidate should be an Indian National and should possess basic qualification.
  • In case of Minority seats, the candidate should belong to the minority community/group for which the institute has secured minority status.

Reservation for Persons with Disability Candidates

For candidates with a disability, three percent seats of total sanctioned intake capacity of all the institutes are reserved. The different types of disabilities covered under this provision are:

  • PH-1 : Visually impaired (blind) candidates (P1)
  • PH-2 : Speech & hearing impaired (dumb and deaf ) candidates, (P2)
  • PH-3: Candidates with orthopedic disorders and learning disabilities, Dyslexia, Dyscalculia, Dysgraphica, Spastic (P3).

Note- The percentage of handicap should not be lower than 40%. The candidates need to produce a certificate in prescribed proforma.

Application Process for the Reservation in Counselling

For J&K Migrants:

  • Seek admission against seats reserved for J&K Migrants.
  • Report to the Director, Sydenham Institute of Management Studies & Research and Entrepreneurship Education (SIMSREE), B Road, Churchgate, Mumbai 400 020, for admission as per the schedule.
  • At the time of admission, produce original certificates.
  • Confirm the admission by making payment of the requisite fee. 

For Foreign Nationals / Persons of Indian Origin /Children of Indian workers in the Gulf countries: For admissions to Unaided Institutes permitted to take admissions by State government, contact Directors/ Principals of the respective Unaided Institutes.


Reservation Claim under MHT CET

Constitutional Reservation

Directorate of Technical Education has announced the constitutional reservation for the students appearing in MHT CET for admission in various courses in Maharashtra. The percentage of seats reserved for each category is displayed below in the table:

Process to Apply for Reservation

The candidates interested in applying through reserved category must claim the reservation in the MHT CET online application form. Failing to do the aforementioned, no subsequent application to claim reserved seats will be entertained. Then, the candidates belonging to backward categories need to submit Caste /Tribe Validity Certificate and Caste Certificate at the time of filling preference form. If a candidate fails to submit the required documents, the reserved category claim will not be granted.

Documents required to be submitted to apply through reservation

Candidates belonging to aforesaid Backward Class categories will be required to submit:

  • Caste Certificate
  • Caste/Tribe Validity Certificate.

Documents Issuing Authority

Caste certificate issuing authority: Sub-Divisional Magistrate / Executive Magistrate /Metropolitan Magistrate in Maharasthra issue the certificate recognizing the caste under a particular backward category.

Caste/Tribe Validity Certificate: The authorities holding power to issue Caste/Tribe Validity Certificate are listed below:

  • Divisional Caste Scrutiny Committee of respective Divisional Social Welfare Office (Mumbai, Pune, Nashik, Aurangabad, Amravati, Nagpur and Latur) issues Caste Validity Certificate to candidates belonging to Scheduled Caste, Scheduled Caste converts to Buddhism, Vimukta Jati (v), Nomadic Tribes c, d & M and Other Backward Class.
  • Commissioner/ Jt. Commissioner, Tribe Scrutiny Committee of respective Region [Kokan (Thane), Pune, Nashik, Aurangabad, Amravati, Nagpur, Nandurbar and Gadchiroli] issues the Tribe Validity Certificate to candidates belonging to Scheduled Tribe.

Exceptions to Reservation

The provision of reservation is not applicable to the candidates belonging to creamy layer under any of the categories (iii), (iv), (v), (vi) and (vii). Such a candidate needs to produce Non Creamy Layer Certificate in their name as specified in government resolution in order to claim the benefits under reserved category. Sub-Divisional Officer/Deputy Collector/Collector of the district issues Non Creamy Layer Certificate. This certificate must be produced before or on the last date of filling of preference form in any case. In case of abatement, the candidate committing such offence shall be punished under Maharashtra Schedule Castes, Scheduled Tribes, Denotified Tribes (Vimukta Jatis), Nomadic Tribes, Other Backward Classes and Special Backward Category (Regulation of Issuance and Verification of) Caste Certificate Act, 2000.

Preference Form Filling

After declaration of merit list, candidates are invited to fill preference form at centers located in Mumbai, Pune, Nagpur & Aurangabad. Before or during filling preference form, the candidates need to fulfill the required eligibility criteria and submit following documents as applicable to them: Photo ID Proof, Nationality Certificate, Domicile Certificate, HSC certificate/ mark sheet, Medical Fitness Certificate, Constitutional reservation claim, Specified Reservation Claim, Additional Weightage Claim and SSC certificate/ mark sheet/ birth certificate/ school leaving certificate.

Defense Quota

For MHT CET, 5% of total seatssubject to a maximum of 5 seats each in Dental/ Ayurved ,Unani Colleges, Government/Municipal Corporation /Government Aided Medical and some allied Health Science courses are reserved for children of Defence Service Personnel and Ex-Defence personnel including the ones killed or permanently disabled in action.

Categories for Defence Quota

There are three categories of defence for quota purposes. These are given below:

  • Def1: This category includes a son/ daughter/ spouse of an Ex-defence service personnel, domiciled in the state of Maharashtra.
  • Def2: This category covers son/ daughter/ spouse of Active defence service personnel domiciled in the state of Maharashtra.

For a candidate claiming reservation under defence quota for Def-1 & Def-2 seats, they must meet the following conditions:

  1. must be a son/daughter/spouse of a person who has been a member of the Armed Forces of India and who has put in at least 5 years active service and has been subject to Indian Army Act, Indian Navy Act or Indian Air Force Act; and includes an ex-serviceman who has retired from such service or was permanently disabled/killed in action. For claiming a seat under this category, the candidate has to obtain a certificate from issuing authority or Zilla Sainik Board in the State of Maharashtra
  2. A relaxation in the condition of minimum active service for five years may be granted if the defense service person has been permanently disabled or killed in action. Such relaxation will be allowed only after producing certificate to prove such disability/death.

Following certificates are needed by candidate to be produced to be eligible for seat in Def-1 & Def-2 category: Certificate evidencing the status of defence personnel of candidate’s parents, Certificate proving candidate being domicile in the State of Maharashtra, The domicile certificate should be obtained from District Magistrate/Metropolitan Magistrate/ Addl. District Magistrate or Tehsildar.

Even in case of candidates from Def-1 & Def-2 category having passed SSS/HSC from outside Maharashtra State, they will be eligible for admission.

  • Def3: Def 3 encompasses a son/ daughter/ spouse of Active defence service personnel, transferred to Maharashtra State from out-side Maharashtra, who is not domicile of the State of Maharashtra. For a candidate claiming reservation under defence quota for Def-3 seats, they must meet the following conditions:
  1. Prior to the last date for filling up of Preference Form, the concerned Defence Service person who is not domicile of the State of Maharashtra and who has been transferred in public interest to Maharashtra State.
  2. On the last date of filling of Preference Form, the concerned Defence Service person ought to be working within the jurisdiction of the concerned regional area in Maharashtra in which the candidate is seeking a seat.
  3. The candidate should have passed the qualifying examination.
  4. A certificate in proforma issued by issuing authority is required to be produced along with sufficient and necessary proof for abovementioned conditions

Note- This specified reservation is not applicable to the children of civilian staff working in the Indian Army, Navy & Air Force.

Process to Apply through Defence Quota

For candidates applying for MHT CET through defence quota, it is compulsory to follow the process given below:

  • First of all, the candidate must meet the eligibility criteria specified for defence categories.
  • Then, it must be claimed in the online application form of MHT CET.
  • After that, the documents proving the defence quota status are needed to be produced. Such documents are: Certificate mentioning that  your parent who is a defence personnel, Domicile certificate of the parent stating that he/she is domicile in the State of Maharashtra. The domicile certificate should be obtained from District Magistrate/Metropolitan Magistrate/ Addl. District Magistrate or Tehsildar.
  • Then, the candidates are required to fill proforma as applicable to their defence quota status.

Eligibility Conditions

A candidate must meet the following eligibility conditions to apply for MHT CET through disabled reservations:

  1. As per Graduate Medical Education Regulation 3% seats of the annual sanctioned intake capacity shall be filled up by candidates with locomotors disability of lower limbs between 50% to 70%. Provided that in case any seat in this 3% quota remains unfilled on account of unavailability of candidates with locomotors disability of lower limbs between 50% to 70% then any such unfilled seat in this 3% quota shall be filled up by persons with locomotors disability of lower limbs between 40% to 50% - before they are included in the annual sanctioned seats for State Quota candidates. Provided further that this entire exercise shall be completed by each medical college/institution as per the statutory time schedule for admissions and in no case any admission will be made in the Medical course after September 30, 2017.
  2. For admission to Health Sciences Courses, a candidate with a disability more than 70% will not be eligible. As per the MCI regulations, no other disability shall be allowed. However, a medical examination by a Special Medical Board constituted by Competent Authority is required to be taken by such candidate. The Special Medical Board will ascertain the disability and fitness to undergo the course despite the disability.
  3. Special Medical Board will carry out verification of the disability and its decision will be final. A notification will communicate the date and place of Special Medical Board.
  4. Visually handicapped candidate are eligible for admission to Bachelor of Physiotherapy (BPTh) Course as per notification DMER Notification. In Health Sciences courses at govt. aided, corporation and government colleges, 3% of total available seats are reserved for physically handicapped candidates.

Procedure to Apply through PWD quota

Physically disabled candidates can apply for MHT CET through PWD quota if they manage a score of 45% in HSC examination.

  • First of all, the candidates applying for MHT CET through PWD quota need to claim the same in the online application form.
  • The candidates also need to appear for a medical examination.
  • On the same day after medical examination they have to fill preference form.

Maharashtra-Karnataka Disputed Border Area (MKB) Quota

For the candidates belonging to Maharashtra-Karnataka Disputed border area, eight seats in Government Medical Colleges, two seats in Government Dental Colleges and five seats in Government and Govt. aided Ayurvedic Colleges in Maharashtra are reserved. However, a candidate needs to meet certain conditions that are given below:

  • The candidate must be a domicile of place situated in the areas as specified in the list and needs to produce a domicile certificate from the District Collector accordingly.
  • Should have passed SSC (or equivalent) and/or HSC (or equivalent) examination from an Institution situated in the border area and produce a certificate to same effect from the Principal/Head-Master of the College/School.
  • Marathi must be the mother tongue of the candidate and a certificate to the same effect must be produced from Principal/Head-Master of the School from where the candidates has passed SSC examination or equivalent.

Hilly Area (HA) Reservation

For the candidates from Hilly areas, three per cent seats of Govt. / Municipal Corporation Medical colleges are reserved. The candidates claiming reservation under HA must meet the following to be eligible for the same:

  • Domicile Certificate of the parent stating that he/she is domicile in the village declared as a Hilly area specified in the Table for the respective Regions (Rest of Maharashtra/ Vidarbha / Marathwada). The said certificate should be obtained from the concerned Revenue Department officer (Tehsildar and Above).
  • The candidate must appear at MH-CET-2015 examination, to avail the benefit of HA claim.
  • The Competent Authority shall select the candidates claiming HA on the basis of their Merit at MHCET-2015 examination.
  • Under these HA claim seats, the constitutional reservation is provided.
  • The candidate should pass SSC/HSC (or equivalent) examination from School/Junior College situated in the hilly area of his/her parents domicile or if not so, at the most, from a School/Junior College situated in the taluka of his/her parent's domicile.
  • For the HA claim; only the areas mentioned in the latest information provided by the concerned department and uploaded by the competent authority on the website "www.dmer.org" will be considered. The students are specially informed that the corrections if any in the HA area name mentioned in the list should be done by the students from the concerned department for HA claim.

NRI Quota

The candidates having admitted themselves as Non-Resident Indian are NRI candidates. A 15% of total available seats are reserved for NRI candidates. The eligibility of NRI candidates is limited to only at Private Unaided Medical College, which have voluntarily joined MH-CET-2015, in 1st year MBBS degree course. The conditions regarding NRI quota are:

  • NRI status of the candidate who will be selected for MBBS course will be subject to approval of Pravesh Niyantran Samiti (PNS).
  • Medical Council of India will prescribe the eligibility of qualifying examination i.e. 12th/HSC equivalent and eligibility of CET mark for admission to MBBS course for NRI candidate.
  • NRI candidate are exempted from eligibility criteria.

Penalty for Lapse/ Forfeiture/ Resigning of Seat

A penalty of INR 10 Lacs is imposed on the candidate responsible for lapsing, forfeiting or resigning a seat during or after last round of admission.

Exceptions to Penalty for Lapse/Forfeiture/Resigning of Seat

However, penalty may be waived off by Special Medical Board if such cancellation of admission is on valid medical grounds.



Reservation Claim under MAH MCA CET

Eligibility

MAH MCA CET: The eligibility for this test is a passing a three year bachelor degree from a recognized university with a minimum score of 50% for general category and 45% for reserved category belonging to Maharashtra only. Types of Seats: For admission through MAH MCA CET, a number of seats are available. A description of these seats is given below:

Maharashtra Seats: These seats are further classified into three categories:

  1. State Level Seats: Irrespective of candidate’s home university area, these are the seats that are available to Maharashtra State candidates for allotment through common admission process.
  2. Home University Seats: There is a certain percentage of reservation for home university candidates. These are available to only those Maharashtra candidates who have home University status as of that University.

Application Process for the Reservation in Counselling

For J&K Migrants-

  • Seek admission against seats reserved for J&K Migrants.
